6. Outcomes:

a) Longterm Objective: The overall objective of VIETSKILL is to strengthen and upgrade Vietnam’s TVET system to help it meet the requirements of the country’s labor market in the next stage of industryalization.

b) Short-term Objective: 

-  To  understand the medium- term skill upgrading requirements in foreign MNEs in selected GVCs in Vietnam

- T o examine the current state of development in Vietnam’s TVET programs, to  identify public investment priorities,

- To  design  strategies to  strengthen the  TVET  system.  I

- To help Vietnam’s TVET programs deliver the skills and capabilities needed to raise domestic value-added and local participation in GVCs

The Project plan is provided in the Workplan table below. All  three work  packages will  run in  parallel, although the ambition is  that preliminary versions of the deliverables from WP1 will be available for the research team as early as possible (since some of the findings will be used as inputs for WP2 and WP3). In  particular, the  initial  work  on  literature  reviews, methodology, and  stakeholder interviews will be coordinated and involve all project participants, in order to provide a common theoretical and empirical base for the research team. To facilitate this coordination, a kick-off workshop for all team members will be arranged in Vietnam.

Team  members  based  in  both  Denmark  and  Vietnam  will  participate  in  all  work packages, with joint responsibility for carrying out research and preparing deliverables. This also facilitates the coordination of project activities. A mid-term workshop will be arranged in  Copenhagen after  approximately two-thirds of  the  project period. The purpose is to compare findings, provide feedback to all participants, and to carry out an internal quality review of draft manuscripts and reports. Some resources will be reserved for additional stakeholder interviews and data collection in case the review identifies areas where further primary information is needed.

Two major seminars at the end of the project period, in Hanoi and Ho Chi Minh City, will provide opportunities to bring together all stakeholders and partners for discussing the research findings and proposed partnership models. Apart from disseminating the research  findings,  these  seminars  will  also  provide  opportunities  for  establishing collaborations and networks among stakeholders and partners for the implementation of training programs, to be carried out in second phase of the project or independently.

Since the aim of the project is to disseminate our research findings as widely as possible, including publishing at least three articles in academic journals, we also plan to present our work at relevant conferences in Asia and Europe. We will make a particular effort to facilitate Vietnamese participation in international conferences.
